    total quantity = 15L alcohol : water = 1 : 4                         = 3 : 12  now 3 liters of water is added, so now ratio becomes 3 : 15 % of alcohol = 3/(3+15) *100                    = 3/18 *100                   = $$16frac{2}{3}$$ so the answer is option B.
