    Total number of candidates appearing from 1998 and 1999 is 111300 + 115650 = 226950 Total number of candidates qualified from 1998 and 1999 is 11295 + 12170 = 23465
    So, the percentage = $$ frac{23465}{226950}*100$$ = 10.34%
