I : P(female) has two kids M and N. Since, Q is the sister in law of N. => Q(female) is married to M(male). Thus, M is the brother of N. Note :- We do not need to find the gender of N. Thus, statement I alone is sufficient. II : S has two kids M and N. Since, R is the sister in law of M. => R(female) is married to N(male). We do not know the gender of M. M can be brother / sister of N. Thus, II alone is not sufficient.
